More specifically, could you give a ballpark figure for this later date? Later this week? Sometime in December? "Soon(tm)"? Also what's the hold-up? (plus, I would imagine total protonic reversal of EVE universe would be a pretty boom and we play EVE for pretty booms, so...)

Yet the patch notes say nothing about online/offline timers. Only about anchor/unanchor times.

For suicide gankers who aim to grief, the insurance payout has always been irrelevant. Those who expect this will make their Mackinaws invulnerable to Goon antics will be the ones shedding tears...
The only difference is that "economically viable" suicide piracy for profit in highsec now requires you to write off the BS fleet completely when doing target selection. It won't eliminate it completely, but it does raise the bar by a couple of billion ISK.
In other words, you will be able to stack some additional ridiculously priced officer mods to your carebearmobile before it attracts a suicide gank for the module drop and (more importantly) you can now haul more valuable freighter cargoes before worrying about getting popped by a swarm of high alpha Tempests on some 0.5 gate... 
In short; nothing much changes...
